South Waterfront Central District
The South Waterfront Central District is a 130-acre neighborhood currently undergoing intensive redevelopment, generating both new jobs and housing. Growth in this area is led by the expansion of the Oregon Health and Science University (OHSU) and a wide range of high density housing opportunities. The entire District embodies the principles of Smart Growth taking advantage of the neighborhood’s location on the river.
The Central District, as the name implies, is 33-centrally located blocks in South Waterfront that has been the focal point of early development. Roles and responsibilities for construction within the district are guided by a development agreement signed by City bureaus, River Campus Investors, North Macadam Investors and OHSU, the major developers in South Waterfront.
A summary and full text of the final South Waterfront Central District Project Development Agreement is available online. The development agreement establishes the terms and conditions of a public-private partnership to redevelop a 31-acre area within the North Macadam Urban Renewal Area into a vibrant, sustainable mixed-use Central City neighborhood. Also available is the North Macadam URA Housing Development Strategy, released Summer 2003.
Other important elements of the overall Plan are additional open space, greenway, and riverfront amenities with emphasis on the wildlife habitat and access for pedestrian and other recreational uses along the Willamette River. With the development of the greenway in the South Waterfront area, Portland will be moving towards the goal of having a continuous open space and pedestrian path along the Willamette's West Side, connecting John's Landing to Downtown.
This area offers an unprecedented opportunity to locate corporate offices on substantial parcels of urban land.
The key to the success of the project will be to encourage employees to live close to their jobs in order to lessen the demand for automobile usage and increase transit ridership.
