Foster-Woodstock Streetscape Improvement Project

Staff from the Portland Development Commission (PDC) and the Portland Bureau of Transportation (PBOT) worked with a citizens advisory committee (CAC) to figure out how to best use federal grant and urban renewal funds to improve the streets and pedestrian environment in the Lents Town Center. The CAC for the Foster-Woodstock Streetscape Improvement Project identified a draft preferred option for improvements and presented it to the community to get feedback and suggestions at an open house held September 22, 2009.  The feedback was positive.  The preferred option was presented to the Urban Renewal Advisory Committee (URAC) November 10, 2009 and was unanimously approved. 

Since then, the CAC merged with the Lents URA Arts/Gateway Subcommittee to take on the design elements of the streetscape.  The CAC will also develop a preferred design option for the east and west couplet traffic Islands (referred to as triangles) and SE Ramona Street at 92nd Avenue.  The CAC preferred design will be presented to the community in an open house forum for comments and input and presented to the URAC. 

At the first meeting, the CAC developed design objectives (PDF) as a guide. Once conceptual designs are developed, proposed and approved, the project will move into the engineering phase, followed by construction phase.  The goal is to complete the design phase by May 2010, the engineering phase by the end of 2010 and begin construction in early 2011.

A final CAC meeting will be held on April 14.  Preferred options will be presented to the URAC on May 11.

On March 23, 2010, A Community Open House was held to showcase design concepts and obtain community input.  Feedback was generally positive.  Comments included:

  • “I like the Lents entry posts – simplicity is good!”          
  • “I like the cobble”                      
  • “I like the CAC alternative with parking on both sides” of Ramona Street.       
  • “I like the central monument”                   
  • “The flanking monuments is good for marking the ‘entrance’ to Lents”
