Interstate Corridor: Transportation Implementation Strategy

From November 2007 to April 2009, the PDC, Portland Bureau of Transportation (PBOT), Interstate Corridor Urban Renewal Advisory Committee (ICURAC), and Interstate Corridor Transportation Subcommittee collaboratively updated a 2001 strategy for implementing transportation projects in the Interstate Corridor Urban Renewal Area (ICURA).
The Strategy provides a framework for selecting and implementing transportation projects in the ICURA over the remaining 12 years of its life. The Strategy begins with a discussion of what has been accomplished in the ICURA since 2000. Next, the Strategy describes the public process that led to an updated transportation project list. The recommended transportation projects are then presented in two major categories: Larger-Scale Projects that support redevelopment and Smaller-Scale Projects that focus on community and safety enhancement. The Strategy concludes with a plan for implementing the projects, including budget considerations, near and long-term action items, and future evaluation.
Key recommendations include:
- Finishing streetscape projects that have already begun, including Denver Avenue, Russell Street, and Killingsworth Street.
- Pursuing streetscape improvements along Lombard Street, both near the MAX Yellow Line station, and in the Portsmouth / University Park neighborhoods.
- Funding smaller-scale transportation projects such as Safer Routes to Schools.
