Interstate Corridor: Parks Strategy Update

The PDC, Portland Parks and Recreation (PPR), Interstate Corridor Urban Renewal Advisory Committee (ICURAC) and Interstate Corridor Parks Subcommittee collaboratively prepared the Interstate Corridor Urban Renewal Area (ICURA) 2009 Parks Implementation Strategy. Previously parks were addressed in the 2001 ICURA Community Livability Implementation Strategy along with historic preservation and community facility projects. The 2009 Strategy specifically addresses future parks projects and provides a framework for implementing them.
The Strategy begins with a discussion of what has been accomplished in the ICURA since 2000. Next, the Strategy describes the public process for developing an updated parks project list, then presents the resulting recommendations. The Strategy concludes with a description of the budget considerations for funding future parks projects and a plan for implementing the projects, including project selection, evaluation and monitoring processes.
This Strategy prioritizes large- and small-scale parks projects separately. Large-scale projects are comprised of two key activities:
- Acquiring new parkland in park-deficient neighborhoods such as Humboldt and the Lombard MAX Station Area; and
- Completing major park and trail projects that have already been started, including the Bridgeton Trail and upgrades to Unthank and Dawson Parks.
Small-scale parks projects focus on investing in existing assets, such as improving playground equipment, park furnishings (e.g., benches, picnic tables), waterplay features, and filling trail gaps. The Strategy also includes flexibility to consider projects not on the current project lists as unforeseen needs and opportunities arise.
