Killingsworth Station Project
Killingsworth Station is a high-quality, mixed-use residential and commercial condominium project at the corner of Northeast Interstate and Killingsworth Avenues. The 62,500 sq. ft. project is made up of 54 one-bedroom condominium units and 3 two-bedroom condominium units (57 total units). Approximately half of the condominium units are anticipated to be affordable to households with incomes that are 80-100% of the median family income for the Portland metropolitan area. The ground floor (9,000 sq. ft.) will be sold or leased to neighborhood-serving retail businesses.
The project developer was selected by PDC in 2006, after responding to a competitive Request for Proposals. With input from a community advisory committee, the PDC Board selected Winkler Development Corporation (WDC) to build a project that realized priorities identified in the Interstate Urban Renewal Area Plan and other area strategies. WDC agreed to achieve the following economic development objectives:
- Provide approximately 80 full-time equivalent (FTE) construction jobs and multiple opportunities for minority, women, and emerging small business (MWESB) participation in the Project. The Project to date has exceeded PDC’s Business and Workforce Equity Policy goal of 20 percent MWESB participation, achieving over 33 percent MWESB participation, including over 24 percent minority business participation. The Project is also paying prevailing wages.
- Activate the ground floor of a major transit node by providing approximately 9,000 square feet of neighborhood serving retail/commercial space;
- Provide wealth creation opportunities to small businesses and entrepreneurs through for-sale and lease-to-own commercial condominiums;
- Utilize innovative green design and construction techniques (the Project is anticipated to achieve LEED Platinum certification)
The construction of this project complements other investments PDC has made along Interstate Ave., including funding a large portion of the extension of the light rail Yellow Line, funding Killingsworth Streetscape improvements between Interstate Ave. and Albina, improvements to Patton Park, and partial financing for Patton Place Apartments.
Killingsworth Station is expected to receive LEED Platinum certification. The project features ultra high efficient heating and air conditioning systems, on-site storm water management, and responsibly sourced bamboo hardwood floors. Other green features include green roofs, high ceilings, light shelves, solar water heating, extra sound proofing, bike racks on every floor and an electric vehicle charging station.
The majority of the financing for Killingsworth Station was provided by PDC and Wells Fargo Bank. PDC sold the property to WDC in 2010 and construction took about 14 months. Total project costs are just over $13million.
