- Location: 10506-10512, 10520 NE Halsey Street
- Size: Approximately 4 acres total (three acre park and one acre of redevelopment)
- Project Partners: The Portland Development Commission and the Portland Bureau of Parks and Recreation.
Project Background
The Portland Development Commission (PDC) and the Portland Bureau of Parks & Recreation (PP&R) acquired the Gateway Neighborhood Park site from two sellers in winter 2008.
Environmental assessments of the site revealed that there are contaminants on the southern property that require remediation. Since this site is planned for park use, PDC and PP&R elected to take a conservative approach to site clean-up and exceed the standards set by the Oregon Department of Environmental Quality.
PDC applied for and received a $200,000 Brownfields Clean-up Grant from the U.S. Environmental Protection Agency. Grant funds will go towards cleaning up the property and obtaining a No Further Action determination by the Oregon Department of Environmental Quality, which basically gives the site a clean bill of health.
Scope
The purpose of this project is to clean-up the site suitable for a public park. Remediation work, which will likely begin in December 2009, will involve:
- Excavation of soil with the highest concentration of contaminants; and
- Inserting cap of clean soil.
Estimated Project Schedule
- Environmental clean-up: December 2009 –April 2010
- Master planning: January –December 2010
- Park improvements: 2011 –2013

It is expected that the entire site will ultimately become a three-acre park with one-acre of supporting, complementary redevelopment. Master planning will inform the park’s design and features. Redevelopment of the one-acre parcel fronting NE Halsey Street will likely have some commercial uses, but will ultimately be dependent upon market conditions.

Gateway Redevelopment and Neighborhood Park Citizens Advisory Committee (CAC)
An extensive public outreach and participation effort will be included in the master planning work to determine the most appropriate features and design to serve park users. Park planning is expected to begin within the next six months.
PDC and PP&R are committed to keeping the public informed about this project and to seeking stakeholder feedback regularly through the Gateway Program Advisory Committee (PAC) meetings, and as invited, at other community meetings. PAC meetings are open to the public and posted on the PDC Gateway Urban Renewal Area webpage calendar.
