Gateway Project Areas:
Gateway Transit Center - Phase II-IV

The overall master plan for the Gateway Transit Center will transform an approximately five-acre surface park and ride lot into a signature mixed-use development that will boost transit ridership, provide employment near transit, provide a catalyst for further area development, provide more public open space to serve the site and vicinity, and provide well-designed development at envisioned urban densities.

Upon complete build-out, which will likely occur over 10-20 years, Gateway Transit Center is envisioned to include approximately:

• 409,000 gsf of commercial
• 310,500 gsf of residential
• 246,500 gsf of hotel uses
• 9,000 gsf supporting retail
• 225,600 gsf of open space; and
• 1900 structured parking spaces, adjacent to the Gateway Transit Center

The project's first phase was completed in the fall of 2006 and included a three-story medical office building, shared parking garage, and enhanced public spaces.

Gateway Transit Center Future Phases

Phase II — The project’s second phase is anticipated to occur sometime between 2007-2012 and will include vertical expansion of the structures constructed in the first phase:

• An expansion of one floor (32,161 gsf) of the medical office building and either up to four floors of additional commercial (128,644gsf) or up to six floors (105,324 gsf and approximately 119 units) of additional residential development, most likely affordable senior housing;
• An expansion of the parking garage of up to two additional floors, to serve the vertical expansion of the medical office building, for a total of approximately 1,041 total parking spaces; and
• Potential widening of NE Multnomah Street between NE Pacific and the Transit Center, if needed to aid traffic circulation for the parking garage expansion

Phase III — The project’s third phase is anticipated to occur between 2010-2021, depending on the strength of the development market, and will include:

• Redevelopment of up to three new LEED-certified buildings, of varying heights and massing on the remainder of Parcel 2, one of which may cantilever over the existing light rail transit station. The site’s land uses are anticipated to be predominantly commercial with ground floor retail, which would largely serve the site and immediate area. Some residential, civic or institutional uses may also be included on the site.
• Parking relocated from the 250-space surface lot to the parking garage. Additional parking may be added to the parking garage to accommodate the needs of neighboring new development, bringing the total parking count in the garage to 1491 spaces on seven floors.
• Parking will be accommodated in a new, 422-space underground garage and accessed via an entrance/exit on NE Pacific Street.
• A maximum of 225,555 sq. ft. of new public open space, in a variety of treatments: several public plazas, including a major, “destination” plaza and several minor plazas; hardscape pathways meandering through the site, connecting the plazas and incorporating a stormwater management system; and a strengthened, pedestrian spine along the Transit Center from NE Pacific Street to NE Multnomah Street.
• An internal, passive, “green” street through the center of Parcel 2 to provide internal circulation for all modes.
• A landscaped roundabout terminus treatment for NE Pacific Street, which will also serve as TriMet’s Transit Center passenger drop off location.
• The option of adding retail or other commercial uses within the parking garage by cutting away the second floor along NE 99th Avenue.

Phase IV — The project’s fourth phase is anticipated to occur in the event that a light rail connection is built from the Gateway Transit Center to Clark County, Washington, approximately 20 years from today and include:

• A bus layover function immediately west of the parking garage on Parcel 3, with one way circulation from the shared Providence/TriMet easement and NE Multnomah Street.
• A northerly extended Transit Center , along the west of the bus layover area, where customers may board and depart buses along an extended pedestrian spine.
• A new track and platform to the east of those existing.
