Lloyd Eco District
The Portland Sustainability Institute and the Lloyd Transportation Management Association are working to form a partnership of major property owners in the Lloyd area to lead development of an Eco District.

Block 26 Plaza (834 NE Martin Luther King Jr. Blvd.)
Demolition of the former Sizzler Block began September 7th and is anticipated to be completed early October. Metro in partnership with PDC will be constructing a new open-air event and exhibition plaza that will serve as an extension of the Oregon Convention Center. The plaza is directly across the street from the OCC’s main entrance, greatly enhancing the visitor experience. It is anticipated by next spring the plaza will completed and programmed with special events and receptions in an urban outdoor setting. When completed in 2012, the new Eastside streetcar will pass by the southern edge of the site.

The Lloyd District is a key component of the central city through its development of finance, retail, sports, entertainment, convention hospitality, professional and governmental services. PDC's objective it to encourage the emergence of the area as a hub of the state's tourism / convention / entertainment industry with a livable, 24-hour component of the downtown core. PDC has worked with area residents, associations, and businesses to update the 1989 Area Development Strategy and prepare a new strategy for the next 10 years. Projects identified in the 2001 Area Development Strategy include:
- Broadway/Weidler corridor streetscape
- Support for convention center hotel
- Development of properties to support convention and visitor venues
- Signage, art, and other means to enhance the identity of Lloyd District
- New storefront and predevelopment assistance programs to assist small businesses in commercial corridors.

- Build employment, tourism industry, and housing opportunities
- Capitalize on major public and private investments
- Make transportation and related improvements key to development of the area

- Blocks 47/49 (NE Holladay St./NE Martin Luther King Jr. Blvd.)
- The Portland Development Commission (PDC) and Blocks 47/49 developers, Starterra LLC., executed a six-month Memorandum of Understanding (MOU) on May 11, 2010. The MOU called for the Starterra development team to investigate an expanded mixed-use development.
- PDC anticipates making a feasibility determination on the Starterra proposed mixed-use development in November 2010 with the expiration of the MOU.
