Grant Warehouse

History
The Grant Warehouse Site, (NE Martin Luther King, Jr. Blvd., between NE Cook St. and NE Ivy St.) was part of an emergency abatement action of hazardous materials initiated by the Environmental Protection Agency (EPA) in late 1998. While EPA removed the most dangerous and volatile threats to human health and safety from the property during this action, significant waste material remained for remediation and abatement. At the urging of the EPA and then Mayor Katz, PDC amended the Oregon Convention Center (OCC) URA boundary to include the site and adjacent properties. PDC negotiated with EPA for the purchase of the property, secured funding commitments for cleanup, budgeted TIF funding for cleanup and redevelopment of the site, and developed strategies for both initiatives. In July 2006 and August 2007, PDC received "No Further Action (NFA) letters" from the Oregon Department of Environmental Quality. The NFA's means the site has been fully cleaned and is ready for re-use without restriction.
In March 2008 PDC issued a request for proposals (RFP) for the redevelopment of the site. The RFP (#07-30) called for the development of at least 24 ownership housing units. The Commission received six responses and began negotiations with one team. With the creation of the Portland Housing Bureau (PHB), the Grant Warehouse site became the Bureau’s property. Due to difficulty in financing condominium units, the Bureau, in consultation with PDC, chose to suspend those negotiations in late 2010. PHB is currently assessing its disposition options.
