PDC acquired the old Weimer Building and adjacent parking lots in 2001 with the goal of renovating and putting back into active use a dilapidated building in the middle of the NE Martin Luther King, Jr. Blvd. Corridor.  The building was originally used as a furniture store and left vacant for many years.  Its acquisition was founded on the Albina Community Plan recommendation for the public acquisition of strategic, commercially zoned parcels, allowing PDC to facilitate redevelopment through an RFP process that incorporates community objectives and directly involves local residents in the selection process

A Request for Proposals was issued in 2001, incorporating community goals for development as stated in the Albina Community Plan and the Fremont/MLK Vision Study.  A development team, The Heritage Building, LLC, made up of long-time residents and NE property owners, was selected with input from a Community Advisory Committee, in fall 2001.

The project included the renovation of the existing 18,000 square foot building and an addition of approximately 11,500 square feet of new office space above the northern structure, as well as landscaping and parking area improvements. 

Construction was completed in 2007, and the building now offers nearly 30,000sf of high quality office and retail space, while retaining the unique character of the original old warehouse.  The building is LEED Gold certified and features ground source geo-thermal heating and cooling, an air filtration and heat recovery ventilation system, and rainwater harvesting and filtration for use as ‘gray water’ for toilet flushing.

The construction project achieved 31 percent utilization of minority-owned, women-owned and emerging small businesses (M/W/ESB), exceeding PDC’s M/W/ESB utilization goal of 20 percent.  In addition, nearly 3,000 hours were worked by State of Oregon registered apprentices.

Current tenants include Research Into Action, Community Cycling Center, Golden Key Toys, Oregon Tradeswomen, Cascade Energy Engineering, Clean Energy Works and Fulcrum Fitness.
