PDC purchased the six lots that make up the Beech Street site at 3701 NE Martin Luther King, Jr. Blvd. for the purpose of implementing the Albina Community Plan and the Oregon Convention Center Urban Renewal Area Plan. Both of these plans direct the assembly of key parcels for commercial and residential development to revitalize underutilized parcels along NE Martin Luther King Jr. Blvd.  PDC and the community developed the Fremont/Martin Luther King Jr. Boulevard Vision Study in 2001, which identified the Beech site as an opportunity for mixed-use development and job creation.

PDC signed a Development and Disposition Agreement in April 2007 with Beech Street Partners, LLC to redevelop the vacant parcel into office, retail, and medical uses. Beech Street Partners subsequently signed an agreement with Planned Parenthood of the Columbia Willamette (PPCW) to be the anchor tenant and build a facility consisting of a medical care clinic and regional administrative headquarters.

Beech Street Partners, LLC purchased the site with cash at fair market appraised value. Although PDC's social equity programs were not required (because no financial assistance was provided for the project), the developer and tenant agreed to incorporate the following public benefits in the project:

Project construction began in late 2008 and was completed January 2010, with a total project cost of $12M.

The three-story PPCW Regional Service Center is approximately 42,000 sq ft, including a 7,000 sq ft state-of-the-art health center, administrative offices and approximately 5,000 sq ft of retail space on the ground floor. The health center serves on-average 1,200 – 1,300 patients each month.

There are more than 90 Planned Parenthood jobs in the building, not including jobs in the four retail spaces on the ground floor. Ground floor tenants in the building currently include Sustainable Self and My Chiropractic Clinic. Two retail spaces are still currently available.
