Fremont Project, 3510 NE MLK Blvd. (King's Crossing)
This project, located at the intersection of NE Fremont Street and NE Martin Luther King, Jr. Blvd., transformed an underutilized, partially-vacant property (former site of the ‘King Food Mart’) and redeveloped it with an 11,000 square foot mixed-use building and seven row homes along NE Grand Avenue. The Project implemented the goals and objectives stated in the Albina Community Plan, the Oregon Convention Center Urban Renewal Plan and the vision detailed in the Fremont/MLK Vision Study.
PDC acquired the property in 1999 and issued a Request for Proposals to develop the site in 2002. The Fremont Partners, LLC (made up of individuals who have long histories in the area) were selected, with input from a Community Advisory Committee, and began work on design and planning. The long-vacant King Food Mart was demolished in 2004 and PDC completed environmental remediation work in 2005. The commercial project was eventually financed using New Market Tax Credits and PDC loan funds. Construction on the commercial building began in 2006 and was completed in 2007. The residential portion of the project was completed in 2008.
The commercial building was designed to be a ‘Gateway’ into the northeast neighborhoods and to attract locally owned tenants and serve as a catalyst for other mixed-use development on Martin Luther King, Jr. Blvd. The project has been successful in leasing to locally-owned businesses; the ground floor commercial space is leased to Portland Team Fitness. The upstairs office space is leased to Conexiones, an organization that provides mental health services to the Latino community. The commercial building received LEED Silver certification in 2008.
