The PORTLAND DEVELOPMENT COMMISSION (“PDC” or “Commission”), the urban renewal agency for the City of Portland, Oregon is seeking, on behalf of the Sustainability Center Team (described in detail in Section X of this RFP), sealed competitive proposals from qualified and experienced firms for the provision of development feasibility services, including pre-development phase program, design, financial, and construction analysis related to the development of the Sustainability Center (as hereinafter defined) (collectively, “Phase 1”). PDC intends to award an exclusive contract to the successful Proposer in connection with this Request for Proposals (this “RFP”) for Phase 1 as described in Section IV of this RFP, Scope of Work. Although the services provided pursuant to the awarded contract for Phase 1 are for the benefit of the Sustainability Center Team as a whole, this RFP solicitation is being issued pursuant to the rules and procedures of PDC.
