Julie Cody joined the Portland Development Commission in 2004 and was named Chief Financial Officer in July 2008.
As CFO, Ms. Cody oversees the Central Services Department, consisting of Accounting, Financial Planning, Asset Management and Credit Administration, Sustainable Services and Information Technology. Central Services provides financial and technical services to ensure fiscal stewardship of the Commission's financial and real property assets. The department guarantees protection of the public trust by using sound internal control practices and by maintaining comprehensive financial management policies and procedures.
Ms. Cody has twenty years of experience in all aspects of commercial real estate and multi-family transactions. Prior to joining PDC, Ms. Cody worked as an executive manager with US Bancorp for more than fourteen years. As Senior Vice President of US Bank's Affordable Housing Investment Division, Ms. Cody built relationships throughout the bank's sixteen-state region to meet their Community Reinvestment Act goals through LIHTC investments. When named West Regional President of the US Bancorp Community Development Corporation, Ms. Cody was responsible for the management of their $700 million LIHTC investment portfolio as well as the production of new investments in the Western Region to the portfolio. Ms. Cody has also worked as a consultant for the syndication and management of New Market and Historic Tax Credit transactions.
Ms. Cody received her Bachelor of Science in Business Administration with an emphasis in Finance from Oregon State University.
